In a medium bowl, whisk together 1 cup sifted all-purpose flour, baking powder, baking soda, and salt. Stir in 3/4 cup chopped walnuts.
In a large bowl, stir together the melted butter and brown sugar until combined. Beat in 2 eggs and 1 tablespoon vanilla extract or 1 teaspoon vanilla bean paste until smooth. Add the dry ingredients to the wet ingredients, mixing just until combined.
